Meet the Senate Support Team

Welcome to our Clinical Senate Support Team which provides management and administrative support to the two North West Clinical Senates:

  • The Greater Manchester, Lancashire & South Cumbria Senate
  • The Cheshire & Merseyside Senate.

Caroline Baines, heads up the team as Senate Manager and is supported by Pam Bailey, Senate Project Manager and Sarah Ogden, Senate Administrator.

Caroline joined the NHS in 1999 where she managed a GP Exercise on Referral Scheme in Wirral. She then progressed through various roles in public health including being strategic lead for obesity, physical activity, CVD and cancer, managing the Public Health Intelligence Team and commissioning sexual health services.

In 2013 she joined NHS England as member of the Public Health Commissioning Team for Cheshire, Warrington and Wirral where she also spent five months working in Specialised Commissioning.

From 2015-2017 she undertook a secondment in Cheshire East Council where she was jointly employed by the local authority and CCGs to lead joint commissioning across health and social care, including implementation of the Better Care Fund. This role gave her an opportunity to learn about adult social care and be an objective voice in the complex system of health and social care. She is now keen to combine these newly discovered passions with her long-standing passion of wanting to deliver the best possible services for our communities.

Pam has worked in the NHS for 15 years, providing administration and project facilitation in secondary and community care. She also has experience of working within Patient and Public Engagement, having previously been a PPI Champion for the SCN’s Palliative & End of Life Care and Diabetes networks.

Outside of work Pam enjoys travelling, trying new food experiences and spending time with her two grandchildren.


Sarah Ogden, Senate Administrator


Sarah has worked within the NHS for a number of years as a specialist in administration, training and events. Having just returned from maternity leave, she is now the administration lead for the North West Senate.

Outside of work, Sarah enjoys her family time with her two small children and dogs. She is also actively involved in dog rescue and is a Trustee for the charity Dog Theft Action.
